Dr. Richard Rupp on Manchin’s last three months: As he talks with legislators, Manchin would do well do remember the golf adage: �Drive for show, putt for dough.� Having dramatically driven down the political fairway in grand manner for most of the year, he risks losing both prestige and perceived power on the putting green of this �procedural� second special session.
