Dr. Richard Rupp on Manchin’s last three months: As he talks with legislators, Manchin would do well do remember the golf adage: “Drive for show, putt for dough.” Having dramatically driven down the political fairway in grand manner for most of the year, he risks losing both prestige and perceived power on the putting green of this “procedural” second special session.
